Make sure to load kolab_auth when supported mimetypes is requested (Bifrost#T36336)

kolab_auth plugin may modify configuration per-user. In this case
we set fileapi_wopi_* for selected users. That's why the backend driver
(that loads kolab_auth) have to be initialized before we check the config option.
