Support forcing a subscription state

Summary:
States can be:

• 0 => not subscribed
• 1 => subscribed, no alarms
• 2 => subscribed with alarms

The primary usecase is to disallow unsubscribing folders that Outlook
does not allow to be unsubscribed.
